The Spoils of War: Greed, Power, and the Conflicts That Made Our Greatest Presidents, by Bruce Bueno de Mesquita, Alastair Smith

Why are America’s most beloved presidents also our most dangerous?

It’s striking how many of the presidents Americans venerate—Abraham Lincoln, George Washington, Franklin D. Roosevelt, and John F. Kennedy, to name a few—oversaw some of the republic’s bloodiest years. Perhaps they were driven by the needs of the American people and the nation. Or maybe they were just looking out for themselves.

This revealing and entertaining book puts some of America’s greatest leaders under the microscope, showing how their calls for war, usually remembered as brave and noble, were in fact selfish and convenient. In each case, our presidents chose personal gain over national interest while loudly evoking justice and freedom. The result is an eye-opening retelling of American history, and a call for reforms that may make the future better.

Bueno de Mesquita and Smith demonstrate in compelling fashion that wars, even bloody and noble ones, are not primarily motivated by democracy or freedom or the sanctity of human life. When our presidents risk the lives of brave young soldiers, they do it for themselves.

War and Peace, and the Presidents
By J. Grady
Amazon offered readers the ability to buy the book in advance of its 'official' publication date, so I was able to read the book early on. The authors offer a really fascinating analysis into the presidents, their incentives for war, and why these incentives oftentimes reflected political self-interest rather than necessarily the national interest of the times. Because of this self-interest for political expedience, the authors point out some of these wars would not have happened in the first place and that the large sums of blood and riches expended from these conflicts could have been avoided.

Examining the individual cases, the authors offer some very surprising analysis about the leadup to the particular conflicts. For the American Revolution, we observe over 60% of the Colonists being either against or indifferent to secession from Great Britain. Many of the Founding Fathers however had ample incentive for revolution based on speculative landed interests many of them had in the Ohio Valley, the same area which King George III outlawed future acquisition by the Colonialists in favor of English speculators. The Stamp Act did not help matters either, as the Crown was close to bankruptcy and looked to recover its coffers by deriving tax revenue largely from landed interests and law practices. We observe the Founding Fathers as having little to lose as their riches were at risk of being wiped away by George III, incentivizing the Fathers to engage in a highly risky revolution which had ended up paying off.

Perhaps equally surprising is the account from JFK himself in a privately recorded conversation with his brother, Bobby Kennedy, that if he did not get involved over Soviet missiles then he could be impeached. From the account, JFK put political survival ahead of the national interest in seeking peace by bringing the country close to nuclear conflict!

As saddening as it is from past case studies, the authors offer fixes to better align presidential use of force with the national interest. They stress throughout the book they are neither hawks nor doves, but offer past conflict accounts and potential fixes to avoid unnecessary conflict and potential dangers of the Executive putting the him or herself before the country. The authors propose making elections more competitive through revision of the electoral college and gerrymandering practices, a before the fact cost estimation of a proposed conflict from the CBO, the expected cost of lives from the military and an overall war tax. Any commander in chief would surely think twice about going to war. The authors have deeply thought about changing the political calculus in keeping politicians honest by making it less easier for them to keep their jobs without proper performance and all the information about the proposed conflict at the nation's fingertips to evaluate how the proposed conflict is expected to play out as well a a cost in place to get the country's salient attention.

Regardless of where you stand in the upcoming election, this is necessary reading in keeping them honest.
